चूंकि आसियान क्षेत्र के देश अधिक आर्थिक एकीकरण के लिए प्रयास कर रहे हैं, समुद्री लेनों की सुरक्षा – जो समुद्री व्यापार एवं वाणिज्य के लिए महत्वपूर्ण है, समुद्री सुरक्षा और अंतर्राष्ट्रीय स्तर पर स्वीकृत मानदंडों के अनुसरण में समुद्री संसाधनों तक पहुंच का अधिक महत्व बना हुआ है।

61. As the countries in the East Asian region strive for greater economic integration, the safety of sea lanes - critical for maritime trade and commerce, maritime security, and access to marine resources in accordance with accepted international norms, continues to assume greater significance.

चूंकि पूर्वी एशिया क्षेत्र के देश अधिक आर्थिक एकीकरण के लिए प्रयास कर रहे हैं। इसलिए समुद्री मार्गों की सुरक्षा जो समुद्री व्यापार एवं वाणिज्य के लिए महत्वपूर्ण है, समुद्री सुरक्षा तथा स्वीकृत अंतर्राष्ट्रीय मानदंडों के अनुसरण में समुद्री संसाधनों तक पहुंच का अधिक महत्व निरंतर बना हुआ है।

62. Progress of work under the eight Joint Working Groups under JCM (on Marine Resources, Maritime Affairs, Hydrocarbons, Environment, Science and Technology, Education, Culture and Local Governance) as also additional subjects (defence, polar research, biotechnology, health, renewable energy, hydro power, water, visas) was reviewed.

जे सी एम के तहत समुद्री संसाधन, समुद्री मामले, हाइड्रो कार्बन, पर्यावरण, विज्ञान एवं प्रौद्योगिकी, शिक्षा, संस्कृति और स्थानीय अभिशासन पर गठित 8 संयुक्त कार्य समूहों के तहत कार्य की प्रगति के अलावा अतिरिक्त विषयों (रक्षा, ध्रुवीय अनुसंधान, जैव प्रौद्योगिकी, स्वास्थ्य, नवीकरणीय ऊर्जा, जल विद्युत, जल, वीजा) की भी समीक्षा की गई।

63. Traditionally, in law, marine insurance was seen as an insurance of "the adventure", with insurers having a stake and an interest in the vessel and/or the cargo rather than simply an interest in the financial consequences of the subject-matter's survival.

परंपरागत रूप से, क़ानून में, समुद्री बीमा को 'साहस' की एक बीमा के रूप में देखा जाता था और साथ में बीमाकृत व्यक्ति या वस्तुयों का वस्तु-विषय के अस्तित्व के वित्तीय परिणामों में केवल एक ब्याज के बजाय जहाज और/या कार्गो में एक हिस्सा और एक ब्याज होता था।

6. चूंकि पूर्व एशियाई क्षेत्र के देश वृहत्तर आर्थिक एकीकरण की कोशिश कर रहे हैं इसलिए समु्द्री मांर्गों की निरापदता, जो सामुद्रिक व्यापार एवं वाणिज्य, सामुद्रिक सुरक्षा और स्वीकार्य अंतर्राष्ट्रीय मानकों के अनुसार सामुद्रिक संसाधनों की अभिगम्यता के लिए महत्वपूर्ण है, का कहीं अधिक महत्व बना हुआ है।

65. (c)&(d) On 27 September 2007 Prime Minister announced that Ministry of Finance shall liaise with the Marine Products Export Development Authority (MPEDA) which has been designated as the implementing agency to develop a suitable soft loan package for the replacement of fishing boats.

(ग)और(घ) 27 सितंबर, 2007 को प्रधान मंत्री ने यह घोषणा की कि वित्त मंत्रालय समुद्री उत्पाद निर्यात विकास प्राधिकरण (एमपीईडीए) के साथ तालमेल करेगा जिसे मत्स्य नौकाओं के प्रतिस्थापन हेतु आसान शर्तों पर समुचित ऋण पैकेज उपलब्ध कराने के लिए क्रियान्वयन एजेंसी के तौर पर नामित किया गया है।

66. There are six working groups a) Arctic Contaminants Action Program (ACAP); Arctic Monitoring and Assessment Programme (AMAP); (c) Conservation of Arctic Flora and Fauna (CAFF);(d) Emergency Prevention, Preparedness and Response (EPPR); (e)Protection of the Arctic Marine Environment (PAME); and (f) Sustainable Development Working Group(SDWG).

इसके 6 कार्य समूह हैं (क) आर्कटिक संदूषक कार्य योजना (ए सी ए पी); (ख) आर्कटिक निगरानी एवं मूल्यांकन कार्यक्रम (ए एम ए पी); (ग) आर्कटिक क्षेत्र के जीव जंतुओं एवं वनस्पतियों का संरक्षण (सी ए एफ एफ); (घ) आपातकालीन रोकथाम, तत्परता एवं पत्युत्तर (ई पी पी आर); (ड.) आर्कटिक समुद्री पर्यावरण का संरक्षण (पी ए एम ई); और (च) संपोषणीय विकास कार्य समूह (एस डी डब्ल्यू जी)।

67. The vandalism-and-theft resistant reflective sheets, the zig-zag yellow paint coatings for traffic safety or the median markers developed for Indian roads may not be attractive to other markets, but the novel sound-and-light management products, particularly developed for compact Indian cars are expected to find global takers.

विध्वंस एवं चोरी प्रतिरोधी परावर्तक अंक-पत्र, यातायात सुरक्षा के लिए टेढ़-मेढ़े रंग की परत अथवा भारतीय सड़कों के लिए विकसित किये गये मध्य चिन्ह, जो अन्य बाजारों के लिए आकर्षक भी नहीं हो सकते हैं, परन्तु नवीन ध्वनि एवं प्रकाश प्रबंधन उत्पाद जो विशेष रूप से छोटी भारतीय कारों के लिए विकसित किये गये उसको लेने वाले वैश्विक ग्राहक प्राप्त किये जाने की संभावना है।

कृषि मंत्रालय (पशुपालन, डेयरी तथा मत्स्यपालन विभाग) पाकिस्तानी जेलों में पड़े मछुआरों को मुआवजे के भुगतान के लिए नोडल एजेंसी है और समुद्री उत्पाद निर्यात विकास प्राधिकरण (एमपीईडीए) द्वारा "पाकिस्तान में मछली पकड़ने की जब्त नावों के प्रतिस्थापन के लिए आसान ऋण पैकेज" योजना कार्यान्वित की जा रही है।

69. We are, therefore, acutely aware of the challenges and opportunities that Oceans represent: from sustainable fisheries to prevention and control of marine litter and plastic pollution, from affordable renewable energy to eco-tourism and early warning systems for disaster risk reduction and management, building resilience and adaptation to climate change.

इसलिए, हम उन चुनौतियों और अवसरों से परिचित हैं जिनका महासागर प्रतिनिधित्व करते हैं: सतत मत्स्य पालन से लेकर समुद्री कूड़े और प्लास्टिक के प्रदूषण की रोकथाम और नियंत्रण, सस्ती अक्षय ऊर्जा से लेकर पर्यावरणीय पर्यटन और आपदा जोखिम में कमी और प्रबंधन के लिए प्रारंभिक चेतावनी प्रणाली तथा जलवायु परिवर्तन के लिए लचीलापन और अनुकूलन का निर्माण|

73. (घ) एवं (ड.) कृषि मंत्रालय (पशुपालन, दुग्ध उत्पादन एवं मत्स्य पालन विभाग) पाकिस्तानी जेलों में नामजद मछुआरों को मुआवजा के भुगतान तथा "पाकिस्तान में पकड़े गए मछली पकड़ने वाले जहाजों की रिप्लेसमेंट हेतु साफ्ट लोन पैकेज" नामक स्कीम, जिसे मैरीन प्रोडक्ट्स एक्सपोर्ट डेवलपमेंट अथार्टी (एमपीईडीए) द्वारा कार्यान्वित किया जा रहा है, के लिए नोडल एजेंसी है।

75. The Leaders stressed the importance of strengthening cooperation in the areas of science and technology and directedthatthe Programme of Cooperation be finalized at the earliest and to develop a road map for concrete collaboration in the agreed areas of cooperation, such as biotechnology, marine, agriculture, information and communication technology, health and medicine, energy, disaster management, aeronautics and space technology.

दोनों देताओं ने विज्ञान एवं प्रौद्योगिकी क्षेत्र में सहयोग सुदृढ़ करने के महत्व पर जोर दिया तथा निर्देश दिया कि सहयोग कार्यक्रम को जल्दी से जल्दी अंतिम रूप दिया जाए और सहयोग के सहमत क्षेत्रों, जैसे कि जैव प्रौद्योगिकी, समुद्र, कृषि, सूचना एवं संचार प्रौद्योगिकी, स्वास्थ्य एवं दवा, ऊर्जा, आपदा प्रबंधन, वैमानिकी एवं अंतरिक्ष प्रौद्योगिकी में ठोस सहयोग के लिए रोडमैप विकसित किया जाए।
