74. (a) whether numerous instances of violation of line of actual control by China and crossing over of its troops into Indian territory particularly in Arunachal Pradesh during the last three years and the current year come to the notice of the Government;

76. (c) & (d) The cost of deployment of personnel, including basic allowances for the troops and police personnel as well as the cost of contingent owned equipment is reimbursed by the UN at rates fixed by it and in accordance with relevant agreements signed by Member States with the UN.

(ग) एवं (घ) सैन्य टुकड़ी और पुलिस कार्मिकों के लिए मूल भत्तों सहित कार्मिकों की तैनाती लागत तथा आकस्मिकता के लिए प्रयोजनार्थ उपस्कर की लागत की प्रतिपूर्ति यूएन द्वारा इसकी निर्धारित दर के हिसाब से तथा यूएन के साथ सदस्य देशों द्वारा हस्ताक्षरित संगत करारों के अनुरूप की जाती है।

77. (a) whether it is a fact that inordinate delay on UN's part in clearing $ 180.55 million dues to India could adversely affect the country's capacity to participate in future peace-keeping operations as well as to compensate for troops-cost, contingent owned equipment lease and other specific services;

(क) क्या यह सच है कि संयुक्त राष्ट्र द्वारा भारत को देय 180.55 मिलियन डॉलर के भुगतान में असाधारण विलम्ब होने से भावी शांति अभियानों में देश की भागीदारी और सेना-लागत, सैन्य बल के स्वामित्वाधीन उपकरण पट्टे तथा अन्य विशिष्ट सेवाओं की प्रतिपूर्ति की क्षमता पर प्रतिकूल प्रभाव पड़ सकता है;

78. (ग) और (घ) सैन्यबलों तथा पुलिस कर्मियों हेतु मूल भत्ते साथ ही सैनिक टुकड़ी के उपकरणों की लागत सहित कर्मियों की तैनाती संबंधी लागत की प्रतिपूर्ति संयुक्त राष्ट्र द्वारा तयशुदा दरों पर तथा सदस्य राष्ट्रों एवं संयुक्त राष्ट्र के बीच हस्ताक्षरित प्रासंगिक करारों के अनुसार सरकार को प्रतिपूर्ति की जाती है।

79. There can be a new beginning in Pakistan's relations with Bangladesh, too. And this will not be difficult to achieve if Pakistan's leadership accepts the historic realities, apologises for the genocide and rape committed on unarmed civilians by its troops in 1971, puts the perpetrators on trial, and addresses a few more outstanding issues.

पाकिस्तान के बंगलादेश के साथ सम्बंधों की भी नई शुरुआत हो सकती है और यह करना बहुत कठिन नही है, कि यदि पाकिस्तान ऐतिहासिक वास्तविकताओं को स्वीकार कर ले तथा 1971 में इसकी सैन्य टुकड़ियों द्वारा किये गये निहत्थे नागरिकों का नरसंहार एवं बलात्कार के लिए क्षमा-याचना कर ले और दोषियों पर मुकदमा चलाये तथा कुछ अन्य लम्बित मुद्दों को सुलझा दिया जाए।

80. As long as we follow the principles and procedures set out in the Agreements of 1993, 1996 and 2005, expand and improve upon them where necessary to take into account the changing reality of India and China and enhance dialogue and friendly exchanges between our border troops, I am confident that the strategic consensus between leaders will continue to be reflected on the ground.

जब तक हम 1993, 1996 और 2005 के करारों में निर्धारित सिद्धांतों एवं प्रक्रियाओं का अनुसरण करते रहेंगे, जहां भारत एवं चीन की बदलती सच्चाई को ध्यान में रखना आवश्यक है तथा हमारे सीमा सुरक्षा बलों के बीच वार्ता एवं मैत्रीपूर्ण आदान - प्रदान में वृद्धि करना आवश्यक है वहां उन पर विस्तार करना एवं सुधार करना जारी रखेंगे, तो मुझे पूरा यकीन है कि नेताओं के बीच सामरिक सर्वसम्मति जमीनी स्तर पर दिखना जारी रहेगी।
