We, the Heads of Delegation of the Ninth BIMSTEC Ministerial Meeting, having gathered in New Delhi on 9th August, 2006 reiterated our commitment to the founding objectives and principles of BIMSTEC to accelerate economic and social growth in the region and noted with satisfaction the progress made since we last met.

क्षेत्र के तेजी से आर्थिक और सामाजिक विकास के लिए बिम्सटेक के मूल लक्ष्यों और सिद्धांतों के प्रति अपनी प्रतिबद्धता दोहराते हैं तथा पिछली बैठक के बाद हुई प्रगति पर संतोष व्यक्त करते हैं ।

73. The Heads of the IAEA, the United Nations and INTERPOL addressed the leaders, and this animated the conversation on the contribution of five institutions - the United Nations, the International Atomic Energy Agency, the INTERPOL and then two partnerships, the Global Initiative to Combat Nuclear Terrorism and the G8 Global Partnership.

अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी (आईएईए) के प्रमुख, संयुक्त राष्ट्र और इंटरपोल नेताओं को संबोधित करेंगे, और यह पांच संस्थानों के योगदान पर बातचीत को अनुप्राणित करेंगे — संयुक्त राष्ट्र, अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी, इंटरपोल और फिर दो भागीदार, परमाणु आतंकवाद का मुकाबला करने के लिए वैश्विक पहल और जी-8 के वैश्विक भागीदार।

74. But certainly when Heads of State and Government get together and review the global situation, it is inevitable that those countries which are directly affected, and we have some Commonwealth member States from Africa and from the Mediterranean who are very close by, obviously there would be a general discussion on it.

परंतु जब राष्ट्राध्यक्ष एवं शासनाध्यक्ष एकत्र होंगे तथा वैश्विक स्थिति की समीक्षा करेंगे तब निश्चित रूप से यह अपरिहार्य है कि जो देश प्रत्यक्ष रूप से प्रभावित हैं, तथा हमारे राष्ट्रमंडल के कुछ सदस्य राज्य अफ्रीका से तथा भूमध्यसागर क्षेत्र से हैं जो बहुत निकट हैं, स्पष्ट रूप से इस पर एक सामान्य चर्चा होगी।

75. Also, the rest of the delegation would include the Science and Technology Administrator, the NASA Director, the USAID Director - these are all heads of Departments and in a sense the terminology is a bit misleading otherwise - the Pacific Commander Admiral Locklear, and senior officials from the Department of State, the Department of Homeland Security, and so on.

इसके अलावा शेष शिष्टमंडल में विज्ञान एवं प्रौद्योगिकी प्रशासक, नासा के निदेशक, यूएसएड के निदेशक शामिल होंगे - ये सभी विभागाध्यक्ष हैं तथा कुछ मायने में यह शब्द थोड़ा भ्रामक है - प्रशांत कमांडर एडमिरल लॉक्लियर, एवं राज्य विभाग, होमलैंड सुरक्षा विभाग आदि के वरिष्ठ अधिकारी भी शिष्टमंडल में शामिल होंगे।

76. As a permanent officer who heads the Table of the House and is the continuing link between the changing composition of the different Houses and Speakers , the Secretary - General is the custodian of parliamentary conventions and traditions and the repository of the accumulated wisdom and experience of many earlier Houses , presiding officers and his own predecessors .

एक स्थायी अधिकारी के रूप में जो सभा पटल का प्रमुख अधिकारी होता है और परिवर्तनशील विभिन्न सदनों और अध्यक्षों के बीच निरंतर कडी का काम करता है , महासचिव संसदीय प्रथाओं एवं परंपराओं का रक्षक होता है और पहले सदनों , पीठासीन आधिकारियों और स्वयं अपने पूर्वाधिकारियों की संचित बुद्धिमत्ता एवं अनुभव का भंडार होता है .

78. In this context, India has effectively used the East Asia Summit, the premier forum at the level of Heads of State and Government for strategic dialogue and cooperation in the region on political, security and economic issues, to put forward its views on vital subjects such as maritime security, international terrorism, disaster management, access to clean energy, combating pandemics, etc.

इस संदर्भ में, भारत ने पूर्वी एशिया शिखर बैठक का कारगर ढंग से उपयोग किया है, जो राजनीतिक, सुरक्षा एवं आर्थिक मुद्दों पर इस क्षेत्र में सामरिक वार्ता एवं सहयोग के लिए शासनाध्यक्षों एवं राष्ट्राध्यक्षों के स्तर पर सर्वोच्च संस्था है तथा इसका उद्देश्य महत्वपूर्ण विषयों जैसे कि समुद्री सुरक्षा, अंतर्राष्ट्रीय आतंकवाद, आपदा प्रबंधन, स्वच्छ ऊर्जा तक पहुंच, महामारियों से निपटना आदि पर अपने विचारों को प्रस्तुत करना है।

79. In their concluding speeches Maulana ' Abul Kalam Azad , the Congress president , and Gandhiji made it clear that their next step would be to approach the Viceroy , as representing the British Government , and to appeal to the heads of the principal United Nations for an honourable settlement , which while recognizing the freedom of India , would also advance the cause of the United Nations in the struggle against the aggressor Axis powers .

कांग्रेस के सभापति मौलाना अबुल कलाम आजाद और गांधी जी ने आखिर में अपने भाषणों में यह खुलासा कर दिया कि वह पहले वायसराय से मिलेंगे , जो ब्रिटिश सरकार के नुमांइदा हैं . इसके अलावा वह राष्ट्र संघ के सदस्य खास खास मुल्कों के अध्यक्षों से अपील करेंगे , जिससे कोई ऐसा समझौता हो सके , जो दोनों तरफ के लोगों को मान्य हो . ऐसा होने से हिंदुस्तान की आजादी मंजूर करने के साथ साथ हमलावर धुरी राष्ट्रों के खिलाफ राष्ट्र संघ की लडाई का मकसद भी पूरा होगा .
