69. I had three other appeals that I wanted to make: first, to call on President Hamid Karzai, after receiving the compelling vote of confidence from the Emergency Loya Jirga, to redouble his efforts to extend the authority of the Transitional Administration beyond Kabul; secondly, to call on the Afghan diaspora to respond to President Karzai’s call for them to return to help in the reconstruction of Afghanistan, which would go much further in helping Afghanistan than criticism from afar; and thirdly, to call on the Afghan delegates who participated in the Emergency Loya Jirga and who showed a tremendous amount of political courage and maturity to continue to display the same degree of commitment in the months and years ahead.

In addition, several unforeseen security projects were implemented to upgrade UNAMA premises to meet the changing requirements of the new minimum operating security standards and minimum operating residential security standards requirements, including the installation of heavy-duty steel sliding gates at all UNAMA premises and the construction of a safe room at the United Nations Operation Centre in Afghanistan in Kabul to mitigate against intrusions.

Noting that the plenary session of the General Assembly was expected to adopt a resolution containing provisions relating to the political and humanitarian situation in Afghanistan and that a similar resolution was under consideration by the members of the Security Council, he asked what contribution in the field of human rights the Third Committee might make to the general activities of the United Nations.

Based on the pilot results, Abacus team visits have been expanded to seven peacekeeping missions (MINUSTAH, MONUC, UNIFIL, UNMIS, UNMIT, UNAMID, MINURCAT) and three special political missions (the United Nations Assistance Mission in Afghanistan, the Office of the Special Representative of the Secretary-General for West Africa and the Cameroon-Nigeria Mixed Commission) for the # budget cycle, achieving results similar to the pilots, including the timely submission of mission budget proposals

Recognizes the further progress made by the International Security Assistance Force, authorized by the Security Council, and other international forces to ensure the protection of the civilian population and to minimize civilian casualties, and calls upon them to continue to make enhanced efforts in this regard, notably through the continuous review of tactics and procedures and the conduct of afteraction reviews and investigations in cooperation with the Government of Afghanistan in cases where civilian casualties have occurred and when the Government finds these joint investigations appropriate;
