वैश्विक साइबर स्पेस, जो सरकारों एवं अर्थव्यवस्थाओं के काम करने के लिए अधिकाधिक महत्वपूर्ण बनता जा रहा है, अभी भी ज्यादातर गैर विनियमित स्पेस है।

3. • The Bill contains a substantive banning clause which bans Deposit Takers from promoting, operating, issuing advertisements or accepting deposits in any Unregulated Deposit Scheme.

• विधेयक में प्रतिबंध लगाने संबंधी एक मूलभूत खंड हैं, जो जमा राशि लेने वाले को किसी भी अनियमित जमा योजना के लिए राशि लेने के लिए प्रोत्साहित करने, उसे प्रचलित करने, विज्ञापन जारी करने अथवा जमा राशि स्वीकार करने से रोकता है।

4. The principle is that the Bill would ban unregulated deposit taking activities altogether, by making them an offence ex-ante, rather than the existing legislative-cum-regulatory framework which only comes into effect ex-post with considerable time lags.

इसका प्रमुख नियम यह है कि विधेयक अनियमित जमा राशि लेने वाली गतिविधियों पर रोक लगाएगा, इसे वर्तमान कानून और नियामक ढांचे के बजाय प्रत्याशित अपराध माना जाएगा, जो पर्याप्त समय के साथ यथार्थ निवेश पर लागू होगा।

5. Commitment to understand and address the main threats to the Indian Ocean and its resources, including illegal, unreported and unregulated fishing, unsustainable fishing practices, loss of critical coastal ecosystems and the adverse impacts of pollution, ocean acidification, marine debris, and invasive species on the marine environment.

हिंद महासागर एवं इसके संसाधनों के लिए प्रमुख खतरों को समझने एवं दूर करने के लिए प्रतिबद्धता जिसमें गैर कानूनी, गैर सूचित एवं गैर विनियमित ढंग से मछली पकड़ना, मछली पकड़ने की गैर संपोषणीय प्रथाएं, महत्वपूर्ण तटीय पारिस्थितिकी तंत्र की क्षति और प्रदूषण, महासागरीय अम्लीयकरण, समुद्री कचरे के प्रतिकूल प्रभाव तथा समुद्री पर्यावरण पर आक्रामक प्रजातियां।

6. 15. Cooperate for conservation and sustainable use of marine resources in the Indian and Pacific Oceans in accordance with international law, notably the United Nations Convention on the Law of the Sea (UNCLOS) and address threats to these resources including illegal, unreported and unregulated fishing, loss of coastal ecosystems and the adverse impacts of pollution, ocean acidification, marine debris, and invasive species on the marine environment.

* अंतर्राष्ट्रीय कानून, विशेषकर संयुक्त राष्ट्र संघ के कानून (यूएनसीएलओएस) पर संयुक्त राष्ट्र कन्वेंशन के अनुसार भारतीय और प्रशांत महासागर में समुद्री संसाधनों के संरक्षण और स्थायी उपयोग और इन संसाधनों को, अवैध, अनियोजित और अनियमित मछली पकड़ने सहित तटीय पारिस्थितिक तंत्र को क्षति और प्रदूषण के प्रतिकूल प्रभाव, समुद्री अम्लीकरण, समुद्री मलबे और आक्रामक प्रजातियों से समुद्री वातावरण को नुकसान से बचाने के लिए सहयोग जारी रखेंगे।
