1. Africa’s development can and must be accelerated by investments and technology transfer by Indian companies.

भारतीय कंपनियों द्वारा किए जाने वाले निवेशों और प्रौद्योगिकी अंतरण के जरिए अफ्रीकी विकास की गति में तेजी लाई जानी चाहिए।

2. We also encourage technology transfer and exchange of experience and data on Geographical Information System (GIS).

हम प्रौद्योगिकी के हस्तांतरण तथा भौगोलिक सूचना प्रणाली से संबंधित अनुभव और आधारभूत सामग्री के आदान प्रदान को भी प्रोत्साहन देंगे ।

3. We will do more if there is global support in terms of financial resources and technology transfer.

यदि हमें वित्तीय संसाधनों और प्रौद्योगिकी अंतरण के संबंध में वैश्विक सहायता मिले तो हम इससे भी अधिक करने के लिए तैयार हैं।

4. After successful completion of the technology transfer, marketing, and related administrative items, the WiMedia Alliance ceased operations.

5. SIDS urgently need adequate financial resources - access to ODA, FDI and other forms of external capital flows- capacity building, market access, and technology transfer to address their special needs.

आधिकारिक विकास सहायता, विदेशी प्रत्यक्ष निवेश तथा बाह्य पूंजी प्रवाह के अन्य स्वरूपों के जरिए क्षमता निर्माण, बाजार पहुंच की उपलब्धता और प्रौद्योगिकी अंतरण के आधार पर उनकी विशेष जरूरतों को पूरा किया जाना चाहिए।

6. There was an equal recognition that neither on mitigation nor on adaptation would you be able to really achieve very much unless you have sufficient amount of financial resources on the table and unless you have very effective means of technology transfer.

इस बात को भी समान रूप से स्वीकार किया गया कि जब तक पर्याप्त वित्तीय संसाधन और प्राद्योगिक अंतरण के लाभ उपलब्ध नहीं कराए जाते हैं, तब तक प्रशमन और अनुकूलन के संबंध में वास्तविक प्रगति नहीं हो सकती।

7. (ii) We recognize the importance of access and availability of technology for promoting sustainable development and urge the authorities to expedite the conclusion of the Memorandum of Association on the establishment of the BIMSTEC Centre for Technology Transfer Facility in Sri Lanka.

(ii) हम स्थायी विकास को बढ़ावा देने के लिए प्रौद्योगिकी के उपयोग और उपलब्धता के महत्व को पहचानते हैं और अधिकारियों से श्री लंका में प्रौद्योगिकी हस्तांतरण इकाई के बिम्सटेक केंद्र की स्थापना के संबंध में संघ के ज्ञापन को पूरा करने में तेजी लाने का आग्रह करते हैं।

8. For technology transfer, we have argued that since climate-friendly technologies are in the nature of public goods, addressing an urgent global challenge, the IPR regime in respect to such technologies must be adjusted to enable them to be adopted by developing countries at affordable prices.

तकनीकी अंतरण के लिए हमने यह तर्क दिया है कि चूंकि जलवायु हितैषी प्रौद्योगिकियां सार्वजनिक हित के लिए होती हैं इसलिए इस तात्कालिक वैश्विक चुनौती का मुकाबला करने के लिए इन प्रौद्योगिकियों के संबंध में बौद्धिक संपदा अधिकार व्यवस्था में समायोजन लाया जा सकता है जिससे कि विकासशील देश रियायती दर पर उन्हें प्राप्त करने में समर्थ हो सकें।

9. We need o redouble efforts in the multilateral negotiations to ensure full, effective and sustained implementation of the UN Framework Convention and its Kyoto Protocol, and to conclude these negotiations with a balanced, comprehensive and above all, an equitable outcome, with equal emphasis on all four pillars – mitigation, adaptation, finance and technology transfer.

संयुक्त राष्ट्र रूपरेखा अभिसमय तथा इसके क्योतो प्रोतोकोल के पूर्ण, प्रभावी एवं स्थाई कार्यान्वयन का सुनिश्चय करने तथा संतुलित, व्यापक एवं इन सबसे आगे सभी चार स्तंभों अर्थात उपशमन, अनुकूलन, वित्त एवं प्रौद्योगिकी हस्तातंरण पर समान बल के साथ एक साम्यपूर्ण परिणाम के साथ इन वार्ताओं को निष्पन्न करने के लिए हमें बहुपक्षीय वार्ताओं में अपने प्रयासों को दुगुना करने की जरूरत है।

10. Therefore, they stressed that there is no "one-size-fits-all” strategy for sustainable development and that the conference should reinvigorate political commitment towards the implementation of the global sustainable development agenda and work towards assisting developing countries through additional and new financing, technology transfer and capacity building in their efforts to achieve sustainable development and poverty eradication.

अतः उन्होंने इस बात पर बल दिया कि सतत विकास के लिए ऐसी कोई रणनीति नहीं हो सकती, जो सभी देशों के लिए उपयुक्त हो और इसीलिए इस सम्मेलन को वैश्विक सतत विकास कार्यसूची के कार्यान्वयन की दिशा में राजनैतिक प्रतिबद्धताओं को सक्रिय करना चाहिए एवं अतिरिक्त व नए वित्तपोषण, प्रौद्योगिकी अंतरण तथा क्षमता निर्माण के जरिए विकासशील देशों को सतत विकास एवं गरीबी उन्मूलन से जुड़े प्रयासों में सहायता दी जानी चाहिए।

11. We need to redouble efforts in these multilateral negotiations, especially after last year’s Copenhagen Conference, to ensure full, effective and sustained implementation of the UN Framework Convention and its Kyoto Protocol, and to conclude these negotiations with a balanced, comprehensive and above all, an equitable outcome, with equal emphasis on all four pillars – mitigation, adaptation, finance and technology transfer.

जिससे कि संयुक्त राष्ट्र रूपरेखा अभिसमय और इसके क्योतो प्रोतोकोल का पूर्ण, प्रभावी और सतत कार्यान्वयन सुनिश्चित किया जा सके और प्रोत्साहन, अनुकूलन, वित्तपोषण एवं प्रौद्योगिकी अंतरण जैसी चारों आधारशिलाओं पर समान बल देते हुए संतुलित, व्यापक और न्यासंगत परिणाम के साथ इन वार्ताओं को संपन्न किया जा सके।

It is an imperative for us, with our large and vulnerable population, to ensure full, effective and sustained implementation of the UN Framework Convention and its Kyoto Protocol, and to conclude these negotiations with a balanced, comprehensive and above all, an equitable outcome, with equal emphasis on all four pillars – mitigation, adaptation, finance and technology transfer.

राष्ट्र अभिसमय की रूपरेखा और इसके क्योतो प्रोतोकोल का पूर्ण, प्रभावी और सतत कार्यान्वयन सुनिश्चित करें और संतुलित, व्यापक एवं न्यायसंगत तरीके से इन वार्ताओं के समापन में अपनी भूमिका निभाएं। इन वार्ताओं में प्रशमन, अनुकूलन, वित्तपोषण और प्रौद्योगिकी अंतरण जैसे चारों आधारों पर समान रूप से बल दिया जाना चाहिए।

13. At the Retreat, it was agreed to intensify cooperation under BIMSTEC and an Action Plan was accordingly drawn up for implementation of initiatives that promote trade, transit and movement of vehicular traffic, enhancing connectivity, disaster management, information and intelligence sharing, coastal shipping, energy trade, technology transfer, combating terrorism, agriculture, economic, technical and infrastructure cooperation, and developing an Agenda for 2030.

रिट्रीट बैठक में, बिम्स्टेक के तहत सहयोग को गहन बनाने पर सहमति हुई और ऐसी पहलों को लागू करने हेतु तदुनसार कार्य-योजना तैयार की गयी जो कारोबार पारगमन तथा वाहनों की आवाजाही, कनेक्टिविटी बढ़ाने, आपदा प्रबंधन, सूचना एवं आसूचना को साझा करने, तटीय नौकायन, ऊर्जा, व्यापार, प्रौद्योगिकी अंतरण, आतंकवाद का मुकाबला, कृषि, आर्थिक, तकनीकी एवं अवसंरचना सहयोग करने और वर्ष 2030 हेतु एक एजेंडा तैयार करने को बढ़ावा दे।

14. 20. Further promote stable and sustainable growth for Micro, Small and Medium Enterprises (MSMEs), including through technology transfer, diffusion, adoption and adaptation as well as enhancing capacity building, technical assistance, distribution channels, financing facilities, access to innovation, and opportunities to integrate into the global and regional value chains, as well as utilisation of Project Development Fund and Quick Impact Project Fund, where relevant.

* इसके अलावा माइक्रो, लघु और मध्यम उद्यमों (एमएसएमई) के लिए प्रौद्योगिकी हस्तांतरण, प्रसार, अपनाने और अनुकूलन के साथ-साथ क्षमता निर्माण, तकनीकी सहायता, वितरण चैनल, वित्तपोषण सुविधाओं, नवाचारों तक पहुंचऔर वैश्विक और क्षेत्रीय मूल्य श्रृंखला में एकीकृत होने के अवसरों, साथ ही साथ,जहां प्रासंगिक हो, परियोजना विकास निधि और त्वरित प्रभाव परियोजना निधि के उपयोगद्वारा स्थिर और सतत विकास को बढ़ावा देंगे।
