The provisions of the CLND Act are broadly in conformity with the CSC and its Annex in terms of channeling the strict/absolute legal liability to the operator, the limitations of the liability in amount and time, liability cover by insurance or financial security, definitions of nuclear installation, damage, etc.

76. (ii) The weighted average of SUC rates across all spectrum assigned to an operator (whether assigned administratively or through auction or through trading) in all access spectrum bands including BWA spectrum obtained in 2010 auction shall be applied for charging SUC subject to a minimum of 3% of AGR excluding revenues from wire-line services.

(2) 2010 में प्राप्त किए गए बीडब्ल्यूए स्पेक्ट्रम समेत सभी स्पेक्ट्रम बैंडों में एक ऑपरेटर को दिए गए सभी स्पेक्ट्रमों (चाहे वे प्रशासनिक रूप से या नीलामी के माध्यम से या व्यापार के माध्यम से सौंपे गए हों) में एसयूसी लेने के लिए एसयूसी दरों का भारित औसत लागू किया जाएगा जो एजीआर का न्यूनतम 3 प्रतिशत होगा जिसमें तार-लाइन सेवाओं से राजस्व शामिल नहीं होगा।
