In a letter dated 13 July 1983 the Commission of the European Communities requested the assent of the Council of the European Communities, pursuant to Article 54, second paragraph, of the Treaty establishing the European Coal and Steel Community, to financing for the installation by the Compagnie Française des Aciers spéciaux, of a new axle forge in the Usine des Dunes (Dunkirk).
