1. Mr President, it is not mere courtesy that compels me to begin by offering my congratulations to the two architects of the achievement – and I use the term advisedly – that has paved the way for the agreement presented to us today on the basis, I must add, of an excellent proposal from the Commission.

Es ist nicht nur reine Höflichkeit, wenn ich meine Glückwünsche zuerst an die beiden Architekten dieser Leistung richte - und ich gebrauche den Begriff bewusst -, die der uns heute vorliegenden Einigung den Weg bereitet hat.
